does a agency or landlord need to give you notice if they are sending some one to paint out side of house?

I had the fright of my life this morning, I had the windows open up stairs and the wind had blown the curtain open a little. I was lying in bed breast feeding my daughter in my night cloths when I heard crashing and banging I looked up and saw a man peering in the window at me. I jumped up in surprise, and asked who he was and what the hell he was doing he then disappeared. I got some cloths on and went down stairs. At this point he knocked on the door and apologised. and said that the agency had sent him to paint out side of house. We had been asking for over a year for them to get some one to paint the house. In the end we had started to do it our selves. And had painted the front of house he was about to scrape off the fresh paint we had just put on. Any way I am really angry with the agency. They never gave me any warning or told me that that the decorator was coming. Should they have done . Should they have given me some notice or at least have let me know. I am glad they have finally sent a decorator but really feel they should have at least told me he was coming.
